Our object is to develop a method for the public approval and re-evaluation of pesticides that emphasises a wide evaluation of social benefits. This is done through the case for the three plant-growth regulators approved for use in Norwegian grain production at present: chlormequat chloride, ethephon and trinexapacethyl. A multicriteria method is founded on the premises for an expert based model as opposed to e.g. a market based model. It seems to be a possible method that allows for the use of several incommensurable criteria in the approval process by National Agricultural Inspection Service (NAIS). The goal of the TOPMARD project is to develop a model of agriculture and rural development to better understand the agronomic, ecological, economic and social dimensions of rural regions. The resulting model, (Policy Model of Multifunctional Agriculture and Rural Development) was built collaboratively and hierarchically by the research teams from the 11 countries. The model features eight subsectors (Land, Agriculture, Tourism, Region, Human Resources, Non-commodities, Capital, and Quality of Life). Imbedded in the model are a complete dynamic input-output model, and an agecohort education demographic model. The model has both supply-side and demand-side drivers. Modelling Policies for Multifunctional Agriculture and Rural Development – a Norwegian Approach AgEcon

This paper outlines the development and use of a policy model for multifunctional agriculture and rural development. The model is an important part of the EU research project, TOP-MARD (Towards a Policy Model for Multifunctional Agriculture and Rural Development).. It sets the discourse on multifunctional agriculture in the context of what OECD calls the ‘New Rural Paradigm’, and explores the ways in which both market and non-market ‘functions’ of agriculture and farm households link with economic development and quality of life in different rural territories, and how different kinds of policies influence these linkages.
